Stamp 0 Ireland Requirements

If you’re a retiree, an elderly dependant of a non-EEA citizen or an academic visitor who wants to temporarily live in Ireland, you may have to apply for a Stamp 0 permit.

    What is Stamp 0?

    Also known as the “retirement visa”, Stamp 0 is a type of immigration permission that allows holders who do not qualify for long-term residency to temporarily live in Ireland.

    You may be eligible to apply for a Stamp 0 permit if you are:

    • A retiree
    • An elderly dependant relative of a non-EEA national who lives in Ireland
    • An academic visitor at an Irish university or college

    For your application to be successful you must satisfy the following criteria:

    • You must either have sufficient funds to be fully financially self-sufficient whilst in Ireland or be fully financially supported by a sponsor
    • If sponsored by a family member, they must have been a legal resident in Ireland for at least 3 years prior to your application
    • You have private medical insurance at or above the VHI Plan D or equivalent which covers the duration of your stay. Travel insurance will not be accepted in place of private medical insurance

    It takes approximately 4 months to process a Stamp 0 immigration permission application. You will be able to renew your Stamp 0 permission each year, provided you continue to meet the eligibility criteria.

    A successful Stamp 0 application does not guarantee entry into Ireland. The immigration officer at the port of entry has the discretion to refuse your entry if they are not satisfied with your documents and reasons for visiting.

    Conditions of Stamp 0

    If granted Stamp 0 immigration permission, you must obey the following conditions:

    • You will not receive any publicly funded services or benefits such as the use of a public hospital
    • You will not engage in business, trade or profession unless granted a letter of permission from INIS
    • If you are an academic visitor, you must:
      • Be paid from outside Ireland
      • Not work in Ireland for longer than 12 months
    • If you have a family member sponsor, they must:
      • Sign an undertaking which states they accept personal complete financial responsibility for you whilst in Ireland and that, if you receive any state funds, they will reimburse it themselves
      • Provide full accommodation for the duration of your stay.

    Required Forms for Stamp 0 Applications

    Whether you are a visa-required person or a non visa-required national, you must apply for Stamp 0 immigration permission by completing the TPER (Stamp 0) Application form. You should send this form and the required documents to:

    Required Documents for Stamp 0 Applications

    Overview

    The documents you will be required to include in your application vary depending on your circumstances.

    If you do not submit all of the necessary documents, your application may be refused.

    You should include original documents with a photocopy of each which will be retained by the visa office.

    All applicants must provide:

    • A clear and legible copy of all pages of your passport
    • Details of other family members in Ireland including their legal status
    • Proof of your available funds
    • Proof of full private medical insurance
      • If you intend to purchase private medical insurance after entering Ireland, you must state this in your letter of application. You will have to provide proof of this when submitting your passport to be stamped
    • Reason for the request for permission to live in Ireland including your intentions
    • Police Clearance Certificate from your country of origin showing a criminal background check
    • A Health Declaration such as a letter from your local doctor confirming your present health

    Documents for Elderly Dependant Relatives

    In addition to the above documents, applicants applying as an elderly dependent relative should also include:

    • A copy of your birth certificate
    • A copy of your sponsor’s birth certificate and passport
    • Evidence of your relationship to your sponsor such as the sponsor’s birth certificate
    • Evidence that your sponsor meets the necessary financial requirements
    • Details of your accommodation for the duration of your stay in Ireland
    • Evidence of dependency on the sponsor

    Documents for Self-funded Applicants

    In addition to the above documents, self-funded independent applicants should also include:

    • A copy of your birth certificate
    • A copy of a marriage certificate or the equivalent
    • Financial documents which have been verified by an Irish-based accounting firm

    Documents for Visiting Academics

    In addition to the above documents, visiting academics should also include:

    • A letter from the host Irish university which confirms that you will be working within the university for no longer than 12 months
    • A letter from the university or college in your home country that specifies your position and that they will pay them whilst you remain in Ireland.

      Financial Requirements for Stamp 0

      Overview

      Depending on the basis of your application, you may have to provide evidence that you meet the necessary financial criteria.

      In order to qualify, your funds should be readily accessible and investment funds will not be accepted.

      All financial evidence should be converted into euros and clearly show monthly income and expenditure.

      Self-funded Applicants

      If you are applying for Stamp 0 permission as an applicant of independent means, you must provide evidence that you have access to:

      • €50,000 per person per annum
      • A lump sum of money to cover unforeseen major expenses. This amount should be equivalent to the price of buying property in Ireland, approximately equivalent to €100,000

      Financial documents that you should provide include:

      • Evidence of any finances readily available to you such as 6 months of bank statements and pension or savings statements.

      Your evidence must be verified by an Irish-based accountant.

      Visiting Academics

      If you applying for Stamp 0 permission as a visiting academic, you must provide the following financial evidence:

      • Evidence of finances readily available to you such as bank statements for the last 6 months and payslips.

      Elderly Dependent Relatives

      If you wish to apply for Stamp 0 permission as an elderly dependent relative, you must provide evidence that your relative sponsor and their spouse or partner have earned the following income after tax and deductions for 3 years prior to your application:

      • €60,000 for one parent or
      • €75,000 for two parents

      You should also include evidence of:

      • Your own guaranteed future income such as a pension or savings. This may be used to offset the sponsor’s above earnings
      • Other financial resources you or your sponsor may have

      Financial documents you should provide include, but are not limited to:

      • A letter from your sponsor’s employer confirming employment and salary
      • Employment summary showing revenue for the past 3 years
      • Your sponsor’s last 6 payslips
      • Evidence of other finances available to you such as bank statements from the past 6 months, pension and savings statements.

      How To Prove Dependency

      You are considered to be a dependent if:

      • You are financially supported by your sponsor on a continuous basis; and
      • There is evidence of social dependence between your sponsor and yourself

      The degree of dependency must be such that if the above support is not maintained, your ability to live independently in your home country would be impossible. You should exhaust all options before considering travelling to Ireland for family reunification.

      This dependency must be pre-existing and sustained before you make your application and while you live in your home country.

      Evidence of your dependency you should provide with your application includes:

      • Details of other family members, particularly in your home country, who could or could not provide alternative support
      • Evidence to show alternative support such as homecare is not sustainable or viable
      • Bank statements which show you do not have the financial means to live independently without the support of your sponsor. This should show the amount, frequency and duration of the support received
      • Information about your physical capability of living independently
      • Details of your financial responsibilities and how you currently manage these
      • Information about any medical conditions and if your sponsor helps in the management of this including correspondence, visits etc.
      • If relevant, evidence to show why you are unable to work or why you are not eligible for state benefits in your home country.

        Stamp 0 Requirements for Non-EU Grandparents

        Stamp 0 applications involving elderly dependent relatives other than the parents of the sponsor are only accepted in exceptional circumstances.

        The more distant the relationship between the applicant and the sponsor, the less likely an application will be successful.

        Reckonable Residence for Irish Citizenship Requirements

        You are eligible to apply for Irish citizenship by naturalisation if you are living in Ireland, married to an Irish citizen or of Irish descent.

        Adult applicants must show that they have or are now, legally residing in Ireland and have built up enough ‘reckonable residence’ in the country (i.e. time spent living there).

        The minimum reckonable residence required for naturalisation for adults is 5 years out of the last 9 years including 1 year of continuous residence immediately before the date you apply.

        However, Stamp 0 permission is a temporary resident permit so your time spent in Ireland will not count towards reckonable residence for citizenship.

        Requirements for Renewing Your Stamp 0 Permission

        Overview

        Although considered a temporary residence permit, you are able to renew your Stamp 0 permission annually if you continue to meet the eligibility criteria.

        You should renew your application 4 months prior to the expiry of your Stamp 0 permission by completing the TPER Renewal Form and sending your application to:

        Depending on your circumstances, you should include the following documents with your application:

        • A copy of all of the pages in your passport
        • A copy of your private medical cover including use of private hospitals.

        Elderly Dependents

        In addition to the above documents, applicants applying as an elderly dependent relative should provide:

        • Evidence of your own available finances such as pension income or savings
        • A summary of revenue and employment details for your sponsor
        • Your sponsor’s last 6 payslips
        • Evidence of the finances readily available to your sponsor such as bank statement for the last 6 months

        Self-funded Applications

        In addition to the above documents, self-funded applications of independent means should provide:

        • Evidence of your finances, verified by an Irish-based accountant
        • Evidence of your finances readily available to you such as 6 months of bank statements or pension and savings statements.

                  If you’re a visa-required national, you will need to obtain a visa after being granted Stamp 0 permission.

                  If your Stamp 0 application is successful, you will receive a conditional letter of offer and an agreement form.

                  You should then contact your local immigration office to begin your visa application.

                  If you are a non-visa-required person, you may arrange your travel to Ireland.

                  Original state-issued documents such as marriage, birth and death certificates will be returned to you after your application has been processed.

                  If you have provided other documents that you wish to be returned you should include a list of these in your application.

                  If your application for Stamp 0 permission has been successful, you must register your permission in person after entering Ireland.

                  To do this, you must visit the relevant authority within 90 days:

                  • If you live in Dublin, you should register with the Immigration Service Delivery (ISD) through the registration office in Dublin; or
                  • If you live outside of Dublin, you should register with the Garda National Immigration Bureau (GNIB) through your local Garda station

                  Following this you will receive an Irish Residence Permit (IRP by post which shows that you are legally residing in Ireland.

                  If you are visa-required, you should also send:

                  • The signed agreement form
                  • The conditional letter of offer
                  • Your passport

                  Your passport will be stamped and returned to you.

                  If you break the conditions set for your Stamp 0 permission, your application may not be renewed and you may have to leave Ireland. You could also be issued with an intention to deport notification.
