Third Level Graduates (Level 8)

Students who graduated with a Level 8 degree (i.e., Honours Bachelor’s) are typically granted a Stamp 1G for 12 months. Generally, this permission is non-renewable; once this 12-month period has expired, it is expected that graduates will have found employment that qualifies them for a different category of work permit.

Third Level Graduates (Level 9 & 10)

Holders of a Master’s degree, Post-Graduate Diploma, or Doctorate are eligible for a total of 24 months under the Third Level Graduate Programme. Generally, a 12-month period will be granted in the first instance; to access the second 12-month entitlement requires a Stamp 1G renewal in Ireland.

To successfully renew, individuals must demonstrate that they have actively sought graduate-level employment during the first year period, and that they continue to meet the programme’s requirements.

It’s important to note also that the total time you spend in Ireland under a student visa (i.e., while studying) and a Stamp 1G (i.e., as a graduate) cannot exceed eight years for Level 9/10 graduates.

So if, for example, you spent seven years completing a PhD, you would only be eligible for 12 months of Stamp 1G as opposed to the full 24 months.

Spouses and De Facto Partners

If you’re residing in Ireland as the spouse or partner of someone holding a CSEP, GEP, ICT, REP, or as the spouse/partner of a researcher on a hosting agreement, Stamp 1G is available and renewable annually.

So long as the primary permit holder (i.e., your spouse/partner) maintains their relevant status (including meeting requisite salary thresholds, e.g. €36,605 for GEP holders) and your relationship with them remains valid (i.e., you can evidence cohabitation if not married), you can continue to renew your Stamp 1G.

The Department of Justice manages the renewal process through Immigration Service Delivery (ISD), with the renewal process having now moved entirely online.

The renewal is essentially just a re-registration of your permission to reside in Ireland. In broad terms, you must:

The exact documentation required for your Stamp 1G renewal can vary depending on your specific circumstances, but generally you’ll need the following:

• Current IRP Card: You need to provide a colour copy of both sides of your current (i.e., expiring or expired) Irish Residence Permit
• Proof of Private Medical Insurance: You must also provide evidence of suitably comprehensive medical insurance coverage from an Irish-based provider that meets minimum requirements (i.e., includes hospital cover) for the duration of your new 12-month permission
• Proof of Address: You can prove your address by providing recent (i.e., from within the last three months) utility bills, bank statements, or a formal lease agreement in your name

Graduates seeking to renew Stamp 1G also need to provide their final university transcript, or a letter from their university registrar confirming their results and that they have successfully completed their relevant (i.e., Level 9 or 10) qualification.

For those renewing as a spouse/partner, you will need to provide a copy of your partner’s current IRP card, their current employment permit, and a recent payslip confirming they meet the required salary threshold.

Documentation requirements for successful renewal

Also, ensure all documents are in the correct requested format when uploading them to the online portal (typically PDF, PNG, or JPG) and don’t exceed file size limits.

Commonly overlooked document types

Certain pieces of documentation or supporting evidence are often overlooked, creating issues and delays with renewals. Many applicants, for example, might not provide adequate insurance documentation. They might provide a summary page that does not explicitly state hospital cover, for instance. Ensure that any insurance documentation you provide is detailed, and that your coverage meets the requirements set forth by the Irish government.

When providing utility bills as a proof of address, make certain your name is clearly visible on the bill and that it exactly matches the name on your passport. This is a particularly important consideration if you have joint bills. If your name is not visible on the bill, it is not acceptable as proof of address.

Finally, always make certain that your passport is valid and in date. If you’ve renewed your passport since your last IRP was issued, it’s advisable to include scans of the biometric data page of both your old and new passports.

Step-by-step guide to renewing Stamp 1G

1. The first step is to collect all required documentation (i.e., passport, proof of residence, university transcript, etc). Begin preparing your documents at least 12 weeks before your current residence permit expires.
2. Renewals are processed via the ISD online renewal portal. Create an account to access the portal, if you do not have one already.
3. When completing the online application, take care to fill out everything correctly, ensuring contact details are correct as your IRP card will be sent to the address you provide.
4. Attach digital copies of all your Stamp 1G renewal supporting documents alongside your application form.
5. You can also pay the standard registration fee online via credit/debit card when completing your online application.
6. With everything complete, submit your application online. You’ll receive an application reference number (i.e., OREG number) that you should keep for your records.

The ISD will then review your application. If any further information is required or if there are any other issues, you’ll be contacted via the email address you provided on your application form.

If your renewal is successful and your application approved, your new IRP card will be printed and sent via post to your registered address.

Timeline for submitting a renewal application

As mentioned, the ISD recommends applying for your renewal 12 weeks before the expiry date of your current permission. While it is possible to apply later, to do so introduces the risk of your current IRP card expiring before the new one arrives.

While your application is being processed, your current permission is effectively extended (under the same conditions), so long as you applied for renewal before the expiry date. Indeed, the Department of Justice formally recognizes that if a valid renewal application is submitted before the current IRP expires, the person’s permission to remain and work is automatically extended for a period of up to 12 weeks.

This “implied” status, however, can understandably sometimes be difficult to explain to employers, social welfare authorities, etc., which is why it’s important to make note of your OREG number for reference. Early submission is always the recommended strategy to avoid having to navigate any periods without a valid, physical IRP card.
