    Overview of the Irish Retirement Visa

    The Irish Retirement visa (also known as Stamp 0) is a necessary visa to obtain for any Chinese citizen wishing to retire in Ireland.

    It will allow its holders to live in Ireland long-term as long as they can demonstrate that they can support themselves financially without having to work.

    The most important part of the application process will be proving your financial independence and stability to the Irish Immigration Delivery Service, as this is the main eligibility criteria for this visa.

    There are also several steps you must follow in order to successfully be eligible to travel to Ireland to retire. These steps are outlined in the following sections.

    Eligibility Criteria

    As an Irish Retirement Visa holder, you are not entitled to access public welfare benefits. This means that if you wish to apply for an Irish Retirement Visa, you must be able to demonstrate that you can support yourself financially during your stay in the country.

    This means that you must be able to show that you have:

    • An annual income of at least €50,000.
    • Access to savings that can cover ‘unforeseen circumstances’. This might include purchasing real estate or similar substantial outgoing.

    Proof of Financial Independence

    Proof that you have access to the financial support outlined above should be presented in the form of a spreadsheet and all currencies must be converted to euros.

    The spreadsheet should provide a clear breakdown of all your monthly income and outgoings and needs to be signed off by a certified Irish accountancy company before it is submitted to the Irish authorities.

    Application Process

    As a non-EAA citizen, a Chinese citizen must undertake a three-step application process when applying for an Irish Retirement Visa.

    The three steps are:

    • Apply for permission to retire in the ROI.
    • Apply for the Irish Retirement Visa.
    • Complete the application and registration process.

    Apply for Permission to Retire (Stamp 0) From Ireland

    Overview

    You must first apply for permission to spend your retirement in the country by sending a letter to the Irish immigration authorities.

    If you are granted permission to retire, you will be issued with a Stamp 0, which is valid for 12 months.

    To be eligible for Stamp 0, you must have private medical insurance and not undertake no work or participate in any business, trade or profession during your stay in the ROI.

    If you would like to work or take part in a business venture during your stay in the ROI as a Stamp 0 holder, you must obtain explicit permission to carry on such activities in a letter of permission from the Irish immigration services.

    Permission Letter

    You can apply for permission to retire in the ROI by addressing a letter outlining your plans to spend your retirement in the country to the following address:

    Unit 2 Domestic Residence and Permissions Division,
    Immigration Service Delivery
    Department of Justice
    13-14 Burgh Quay
    Dublin 2 D02 XK70
    Ireland.

    In your Permission letter, you should explain why you wish to retire in Ireland and you should affirm that:

    • You are a person of self-sufficient/independent means.
    • You will not have a family member join you on the basis that you are resident in the ROI.
    • You will not be eligible to receive any State benefits, nor will your sponsor in the State be permitted to apply for any State benefits on your behalf.
    • You have private medical insurance to cover the duration of your stay and it covers all medical treatment and hospital accommodation in the ROI.
    • You will abide by the laws of the ROI during your stay in the country.
    • You plan to reside continuously in the ROI.

    If your permission letter is approved, you will receive a Conditional Letter of Offer and an Agreement Form from Unit 2, Domestic Residence and Permissions Division.

    The Conditional Letter of Offer is issued to applicants on the condition that they are able to meet any required visa checks upon entry to the ROI.

    If the Irish immigration authorities are not convinced that you intend to abide by the terms of the Condition Letter, they have the discretion to refuse you entry.

      Apply for an Irish Retirement Visa in China

      Chinese nationals can apply for an Irish Retirement Visa online at the Irish government’s website.

      You can save your application at any time and return later to complete and submit it within 30 days of starting your application.

      It should be noted that the Irish Naturalisation & Immigration Service has outsourced the collection and return of visa applications and associated fees in China to the company VFS Global.

      Visa Centres In China

      Once you have completed your online application and paid your fee online, you will be directed to make an appointment to attend a visa centre in China.

      You can find visa application centres in the following Chinese cities:

      • Guangzhou
      • Hangzhou
      • Jinan
      • Kunming
      • Nanjing

      At the visa centre, you will be required to submit your biometric information and provide the necessary supporting documents for your visa application.

      Registering Your Permission

      When you arrive in Ireland, you should send the signed Agreement Form that you received when you were issued a Conditional Letter of Offer and your passport to the following address:

      Immigration Service Delivery
      Department of Justice

      Dublin 2 D02 XK70
      Ireland.

      The Irish authorities will attach a stamp to your passport and return it to you.

      If you have been granted permission to retire in the ROI, you must pay a visit to the registration office in Dublin or at a local Garda station outside Dublin once you have entered the country to register your permission to retire.

      This must be done within 90 days of entering the ROI.

      During the registration process, an immigration official will:

      • Review your documents.
      • Take your photograph and fingerprints.
      • Ask you to pay the necessary processing fees.

      The registration visit should take no longer than 30 minutes to complete.

      Irish Retirement Visa Length

      The D-Reside Visa affords the holder the right to stay in the ROI for 12 months.

      You are eligible to renew the visa before it expires if you wish to extend your stay for a further 12 months.

      Processing Times

      The average processing time for an Irish Retirement Visa is four months.

      If you fail to send all the required documents with your application, your application may be delayed beyond this period.

        Required Documents

        Overview

        To register for an Irish Retirement Visa, Chinese citizens must be able to provide the Irish authorities with the following documentation/information:

        • A valid passport.
        • If you have held a previous passport, you must submit your previous passport with your visa application. Should you be unable to provide the passport, you must submit a written explanation with your application.
        • Relevant police reports.
        • A copy of your Chinese immigration records from the National Immigration Administration Bureau (https://s.nia.gov.cn.) This service is free of charge and is also accessible via WeChat.
        • Details of previous Irish visa applications you have submitted.
        • Contact details for your host in Ireland.
        • Your itinerary.

        Other Documents

        Other documents you should have handy when submitting your Irish Retirement Visa application include:

        • A copy of your birth certificate.
        • A copy of your marriage certificate if applicable.
        • Information regarding your membership of any Irish Associations.
        • Evidence of the financial support you will use during your time in Ireland (for example, six months of bank statements and work payslips).
        • Proof that your financial statements have been checked and verified by an Irish- based accountant.
        • Documents that show you have private medical insurance with full coverage in private hospitals.
        • A police clearance certificate.
        • Any other information you consider relevant to your application for an Irish Retirement Visa.

        Permanent Residency

        An Irish Retirement Visa does not confer on the holder a right of permanent residency in the country.

        To be eligible for permanent residence in the ROI, you have to be resident in Ireland for five continuous years.

        Once you have been resident in the country for five years, you will then be eligible to apply for permanent residency.

        Fees and Deadlines

        You will be required to pay a service charge to VFS Global when you submit your visa application. This fee does not include the visa processing fee.

        Both the visa processing fee and the VFS Global service charge must now be paid online. Cash payments are not accepted.

        You can make the necessary payments via the VFS online payments portal once you have completed your online visa application.

        The registration fee is approximately €300, but the exact amount depends on the type of permission you have been granted.

        Family Members

        The Irish Retirement Visa does not allow you to bring your family members to Ireland.

        However, if your partner or spouse meets the requirements for retiring in Ireland, you can apply for an Ireland Retirement Visa as a couple.

        If you wish to apply for an Irish Retirement Visa as a couple, you will have to demonstrate that you have access to a minimum of €100,000.

        If another family member would like to join you in Ireland during your stay in the country, they can apply for an Ireland Tourist Visa.

                    The Garda National Immigration Bureau (GNIB) operates a network of registration offices throughout the country.

                    You can register your permission to retire at a registration office nearest to you. You can find your nearest Garda station here.

                    If you don’t manage to get an appointment within 90 days, you won’t be asked to leave the country while waiting to register.

                    After you book your registration appointment, you will be sent an email that tells you which documents you will be expected to bring with you to the registration office when attend.

                    As a Chinese national (i.e. non-EEA citizen), you are required to have private medical insurance when you come to Ireland to retire.

                    Your private medical insurance should cover you for accidents and/or disease and should also cover you for any period of hospitalisation.

                    Yes. You’ll be sent a letter outlining the reasons for refusal and you have the right to appeal the decision.

                    You must lodge your appeal within two months of receiving the visa refusal notice.

                    Your letter of appeal should contain:

                    • Your full name
                    • Your postal address
                    • Your email address
                    • Your visa application transaction number.

                    In the letter, you should outline in detail why you believe the decision to refuse you a visa should be overturned.

                    When you file your appeal, you should refer to the reasons outlined in the refusal notification and address each of the reasons in your appeal letter.
